This is how I see the conversion:
step1 - multiple by 4
step2- divide by half
step3- adjust each portion, and get required ratios:
9:3:3:1 --> 54:18:18:6 --> 27:9:9:3+ 27:9:9:3--> 27:(9+9+3)+ (27-7):(9+9+3+7)--> 27:21+20:28--> 9:7+5:7
