900*3= 2700 digits in 100 to 999

so till here we have 9+180+2700= 2889 digits

remaining digits 28383-2889 = 25494
here we have 4 digits number so

25494/4  == 6373 + 2 

1000 ==== 1st
1001 ==== 2nd {{{ 2nd + 999 }}}

7373 ======6374th {{{ 6374 + 999}}}

hence 2nd digit of 6374th number , ie 7373 , is 3

so 3 is the answer
