Blind handover is nothing but "handover procedure triggered by an eNodeB for an UE without considering UE measurement report".
Blind handover can be triggered for all the possible handovers such as
- Intra frequency (i.e carrier frequency currently being used by UE)
- Inter frequency (handover on the same technology but in different carrier frequency)
Both of the above come under the Intra-RAT handover.
Other handovers come under the Inter-RAT handover.
