What is the difference between event A2 and B2 and Is there any dependency between both. Will Event B2 will only trigger after reporting A2?

Event A2 gets triggered by UE when serving cell becomes worse than threshold . It is used for the same frequency while Event B2 is related to Inter-RAT. Both the events are independent from each other and configured by eNodeB independently.

The LTE Event A2 is triggered when the serving cell becomes worse than a threshold.
The event is triggered when the following condition is true:
MEAsserv + Hyst < Threshold
This does not contain any information about neighbors, can not trigger HO.

The LTE Event B2 is triggered when the serving cell becomes worse than threshold1 while a neighbouring inter-system cell becomes better than threshold2. The event is triggered when both:
MEASserv + Hyst < Threshold1
AND
MEASneigh + Oneigh,freq - Hyst > Threshold2
This B2 can trigger handover

I was going through the measurement configuration sends from eNodeB to UE in RRC Connection Reconfiguration message.
I saw that multiple events have been defined and are used. Couple of parameters are considered to detect entering and leaving condition of an event for example event A1. Now I have a question "Threshold and Hys values are same for all the cell or it may different". Does the standard define the value of all these parameters or network operator defines ? If network operator does then what are points to derive these values ?

Why UE supporting NR SA have to support event B2?

In 3GPP TS 36.306,
4.3.34.15 eventB2-r15
It said this field defines whether the UE supports event B2. In this release of specification, it is mandatory for a UE supporting NR SA operation to support eventB2-r15.
I don't know why the B2 event is related to NR SA operation. Can you help?
