Are the packets filters of SDF template and TFT different ?

I am bit confused on the packet filters used by network .

In downlink direction, SDF packets filters evaluates incoming IP packets against required EPS QoS to achieve end to end the quality of service while traffic flow template (TFT) IP packet filters are used to find out the relevant EPS bearer (QCI specific) is best suited for the selected IP packets.

While going through 29.274 specification, I observed "Bearer TFT" is optional in Create Session Request/Response messages while it's presence is mandatory in Create Bearer Request message. Reasons are not explained in the specification. Can someone please explain it ?

For the pre-paid customers, sometime operators grant some extra time units (seconds/minutes) even a subscriber is running out of balance. Though I tagged my question to LTE only but this is a very common use case for pre-paid customers. Each operator may have different policy for each user or a common policy for all the subscribers. I am looking for some insights in this area.
