Data flow in DRX?

Question

I have a solid doubt in data flow while DRX is running on UE. When there is a drx short cycle is running ion UE , if eNB wants to send data there whether it will wait for UE to come out from DRX ON state or it can send at any time. What about paging if some ETWS or CMAS paging is there in cell will UE will read paging in DRX cycle?? Also, Clear the difference between UE specific DRX and Cell specific DRX?

When UE is in DRX cycle (short/long) UE will not read Pdcch so eNB has to wait for UE to come in on duration for getting DL data. If eNB sends any data during DRX cycle not in on duration then UE will not be able to receive the data. UE will read Paging also in on duration time and will not be able to read during DRX cycle.
ENB broadcast cell specific DRX parameter in sib2. UE sends UE specific DRX to MME in attach request/TAU message. MME inform eNB about UE specific DRX in Paging msg so that eNB can broadcast the paging at minimum of ue specific or cell specific drx in cell.
