LTE: Can an eNodeB start broadcasting/stop broadcasting additional PLMN without restarting ?

Is it possible an eNodeB start broadcasting or stop broadcasting for an extra PLMN ? Is it necessary MME should know about PLMN change at eNodeB in advance ? My queries are mainly related to network sharing.

PLMN information is broadcasted in System Information Block 1 and it can broadcast up to 6 PLMN. It is not necessary when a cell brings up it should start broadcasting all max 6 PLMN. Modification period is defined for System Information Block 1 modification period is defined 80ms. As per my understanding, there is no need to start eNodeB for such type of configuration change. The moment eNodeB configures an additional PLMN, max after 80 ms it will be broadcasted and keep broadcasting unless upper layer/eNodeB manager ask to delete the PLMN from broadcasting.

UE send selected PLMN information to eNodeB by using the RRC connection setup complete message. How MME comes to know about selected PLMN since I did not find selected PLMN ID inS1-AP "Intial Ue Message" ?
