Rate enforcement in LTE?

How rate enforcement is done in LTE, what is the node where uplink rate enforcement is applied and on which node downlink rate enforcement applies.

Rate enforcement for downlink is done at the PGW (in case of UMTS it is done at the GGSN) as this is the first node of entry for the traffic to enter into the Telecom Network from external world.
Rate enforcement for uplink is done at the eNodeB as this is the first node of entry for the traffic to enter into the Mobile Network from UE.

For downlink packets , PCEF pick the packet checks the Type of Service or DSCP field from IP header and then send packet to the appropriate bearer to met QoS requirement in LTE network. I am not sure about uplink packets. I think PDCP layer at eNB perform Uplink date rate enforcement.

I understand the eNB enforces UE-AMBR(both UL and DL). I understand the DL rate can be measured by n/w side and enforced at n/w side.
Whatabout the UL data rate ? How do we tell UE , "not to exceed the UL rate".

Could some QOS experts help please ?

In specification, I found two categories of QoS rules i.e., Signaled and Derived QoS rules. At a high level what I know that signaled QoS rules are the rules which are generated at core network and sent to UE as part of PDU SESSION ESTABLISHMENT. But I want to know what is derived QoS and where it is generated and used ?

What is the use of "Recommended Bit rate" in LTE MAC header ?

My another Q is can MAC restrict data rate per Bearer /or logical channel if they are mapped to same Physical channel..I guess yes :)
But i have not been working on LTE Radio, so obviously need some expert opinion before discuss with legacy radio experts ?
