Inter pdn handover in LTE/UMTS?

Can there be inter PDN handover in LTE or UMTS if yes then please explain the procedure.

During all types of handovers (X2, S1 handover with MME relocation, S1 handover with SGW relocation or even both can be changed ) PGW never changed for LTE since allocated IP address for an UE should be retained while moving from one place to another place.

That's what I was also thinking (but not responded as I was not sure), but can there be a possibility of two PDN terminating in the same PGW and handover is between two PDN (no PGW change). Though very hypothetical scenario.

I have worked in LTE technology and observed the data rate through LTE network. We know , LTE deployment is on going and it will take few years to roll out completely in India. When a LTE UE attaches to network and handover to UMTS due to mobility then is there any change in data rate ? If yes, then how this change is communicated to UE. I mean to say what signalling messages exchange in network ?

1. Which are the interfaces got involved.
2. What is the role of diameter (interface) specifically.
3. If call is Voice (VoLTE) then is there any impact.
