What are possible differences between DL and UL out of sync ?
And how it comes back into In sync ?? what are the procedures perform ?

In DL no need to maintain sync. But incase of UL, between UE to ENb we have to maintain sync. To get synch UE will do RACH and gets UL alignment timer.
Please explain the parameters for DL and UL separetely ??
Which entities or layers calculate UL cqi and DL cqi ??? How this values are estimated and reported? Please help
