LTE: Why LTE is not considered 4G technology completely ?

In some posts and reference documents found LTE is considered as 3.9G but not the 4G.
What ITU has defined to consider a telecom network as 4G and where the LTE is lagging to be called as 4G technology ?

According to ITU requirement 4G should support for the throughput of 100Mpbs in UL and 1Gbps in DL. But LTE didn't satisfied this requirement. So it is considered as 3.9G.

Is it opportunity for new operators such as Reliance Jio which started in telecom domain from LTE network ? What will happen with existing 2G/3G technologies in which a number of operators have already spent a huge amount of money ?

As far as I studied, I know following options that can be used for LTE and Wifi interworking:
1- LTE - U (LTE Unlicensed)
2. LAA (Licensed Assisted Access)
3. LWA (LTE wifi aggregation)
4. MPTCP (Multi path TCP)

Out of above options, there might be other options which I don't know. But out of above four which one is best and due to what reason operator will choose the best one ?
