You are looking to create a website which can be used to create another website(s). I doubt if there is any opensource existing for this (not sure if any paid tool is there so u need to write a lot of code).
I would suggest start from XAMP or LAMP or if you are comfortable with Ruby on Rails then can try that too. For me all depends which platform you are comfortable about each has some advantage and disadvantages.

Not sure what you are trying to solve but assuming that you want to create a service not just a website I would suggest to try ruby on rails or PHP (you will require apache-httpd, mysql or mangoDB additionally).
FYI: QH is developed in PHP.
