Hi,

DL assignment means resource allocation for some UE in DL.

Why UE needs resource allocation in DL? It needs only in UL right?

All the UEs in LTE use the same space (PDSCH) to get the data. EnodeB can schedule multiple UEs per subframe (per TTI). Now eNodeB informs to UE by sending DCI information for each UE so that they can look for their data in the resource grid.
