LTE: What type of random access procedure is executed during handover procedure ?

If my understanding is correct then as part of handover procedure, UE can do either contention based rach or non-contention based.
Now my question is that on what parameter basis target eNodeB decide for an UE to do contention/non-contention based rach during the handover procedure ?

Hi,

It is based on ENB MAC implementation, Suppose ENB configured with contention free preambles then TARGET ENB can give contention free preambles , If ENB is not configured then it can refuse to give. Even in case of configured ENB may not have free contention free preambles(maybe other UE are using for handover) then in this case target ENB can refuse to give.

Thanks Jaganathan. What I understood from your answer is eNodeB MAC does not a priority concept among different users. I meant to say if a user is very critical then eNodeB MAC uses "contention free preamble" and for the normal user uses "contention preamble".
Hi,
How MAC knows users are in critical situation ?? There is no parameter says this info to MAC.At the end it is MAC implementation specific no spec says contention free is mandatory. So Macimum MAC will treat all UE as same at handover

During X2-handover, In PDCP how to forward prepared packets which are not yet got ACK from UE and packets getting from SGW ?

Because why I getting this doubt is, Packets which are not got ACK all are prepared one means assigned PDCP SN but packets getting from SGW are SDU's means not assigned PDCP SN for those (we sent SN status info to Target eNB when handover triggered).how to differentiate these packets at target eNB which one is PDU and which one is SDU.
