It is very simple, connect two UEs to same LTE network and both gets IP addresses. Run iperf server at one of the UEs and run iperf client at another UE. It should work. If you are doing in lab environment then make sure that both the UEs have same gateway. Try to get public IP from your IT department so that you can access internet through your mobile.
