why there is no PGW initiated primary bearer activation

In EPS default bearer is activation during attach procedure. and a SGW / PGW pair are selected.

Why there is no provision for PGW initiated bearer activation from a different PGW rather than the one selected during default bearer activation.

But MS can initiate a bearer activation procedure (different PDN Connection) in which new PGW can be selected.

There is PGW initiated dedicated bearer, This is requested by the PGW to SGW. A Create Bearer Request message shall be sent from a PGW to a SGW.

I would like to share my thoughts w.r.t this query. If network will allow "PGW initiated default bearer activation or PDN connectivity procedure" then in that scenario un-necessary signalling might be happened (for both core and radio) without checking UE willingness. Then, it is better way to send message to till UE through first PGW and Ue will decide whether it should initiate new PDN connectivity or not.

Note: This is my personal thoughts since I haven't found any link in web or any other reference.

In Gn/Gp case when Bearer Command Mode is UE/Network. How it is decided that bearer binding will be done by PCEF or PCRF?

As both are possible in that case.

Under what scenario(s) is the UE-initiated dedicated bearer request implemented? This is discussed at 3GPP TS 24.301 at section 6.5.3 and 3GPP TS 23.401 at section 5.4.5. I understand that the UE can initiate a dedicated bearer with specific QoS, but am unsure when this occurs as a practical matter. If there were specific applications that required the UE to request a dedicated bearer, that would be helpful to know.
