Why Operator Controlled PLMN List can’t change in SIM while Steering of roaming?

In 23.122, 4.4.6 Steering of roaming
it mentioned "replace the highest priority entries in the "Operator Controlled PLMN Selector with Access Technology" list stored in the ME with the list provided in the REFRESH command;"

In CR 0237, it mentioned that because "Operator Controlled PLMN Selector with Access Technology" list is stored in SIM, so it cannot be change. But in some case NW can use OTA to change the value in SIM, why not use the OTA to change "Operator Controlled PLMN Selector with Access Technology" list in SIM in this case?

In Dynamic SIM Allocation, MSISDN - IMSI paring happens during first time registration on the network. How is this achieved? As far as I understand, whenever SIM is received from the SIM vendor, it is already burnt with MSISDN & IMSI on it along with ICCID.

How can MSISDN - IMSI pairing is done later? How customer activation is done in this case?

Is it possible to create a tool to switch sim 1 and sim 2 , on and off separately. If possible with a timer?
I want my sim2 , business calls , shut down when workday is over and on when in start in the morning.

As per specification, System Information block 1 (SIB1) can broadcast up to six PLMNs in a cell. My question is when I do manual network search at UE, will UE show all the PLMNs or only first PLMN (primary PLMN) in the output ?
