How any node having dual mode interface switches from one mode to another ?

How any node having dual mode interface switches from one mode to another ? For example: If in VANETs a vehicle is having dual mode interface one for 802.11p and another interface for LTE(E-UTRAN), then how vehicle switches from 802.11p to LTE interfcae or vice-versa? I mean is there any technology to do that or is there any software to do so?

what is the coverage area or you can say transmission range of WiFi (802.11p), eNB and a WiMAX node? Is there any difference in the area of three nodes?

If I am right, an eNodeB can support multiple cells and each cell has different pci.
Now suppose enodeB has two cells i.e cell1 and cell2. If I am going right, both the cell(s) should have different PCIs.
I have assumed UE is attached to cell1 and due to mobility, it is moved to cell2. During this movement, what message shall be exchanged between UE and enodeB. And Is there any message send to MME regarding the new cell ?
