Why does UE decodes PDCCH continuously?

If UE does decoding of all PDCCH format then this will leads to performance issue right? How LTE manage this problem?

As per my knowledge, LTE schedules the data per TTI (1ms) and each subframe is 1ms long. Since in LTE radio resources (RBs) are shared and scheduled for 1 ms duration, it is not necessary each UE will be scheduled for each milli second and same resource blocks. This is the reason each UE reads PDCCH of each TTI (each radio sub frame) and get to know whether data is scheduled or not for it.
Please correct me in case I am wrong.

N numbers of UEs can be scheduled at a particular TTI. So How does an UE get to know its own DCI ?

Why does LTE allocates different IP to UE for each PDN?single IP is enough to handle UE right?can anyont share the scenario why do we need different IP for each PDN?

During attach procedure, UE sends "Attach Request" along with "RRC Connection Setup Complete", eNodeB sends "Attach Accept" along with "RRC Connection Reconfiguration then why UE does not send "Attach Complete" along with "RRC Connection Reconfiguration Complete" message ? What could be the reason for defining the messages so ?
