LTE: What causes in the system that trigger system information change?

SI modifications happens for lot of scenarios as if you want to change any of the SI parameters then you may need to trigger SI modification.
Ex: if you want to change cell from nobarred to barred then you need to trigger SI modification.

As Prasad D has mentioned that a number of scenarios which triggers system modification.
For example: SIB10 and and SIB11 used of ETWS primary and secondary notification respectively.

MME has interface with CBS (Cell Broadcast System) which in turn has CBE(Cell Broadcast Entity) and CBC(Cell Broadcast Cell). Cell Broad Centre is responsible to send waring message to all the network like 3G, LTE.

I am not much aware about interface between MME and CBC. However, MME sends WRITE-REPLACE WARNING Message to eNode. On receiving this message, eNodeB start to schedule SIB10 and SIB11.

When an UE switch on, first it synchronizes (PSS and SSS) with cell and start reading system information. My question is what UE does after getting system bandwidth information from MIB ? What is the significance of this for an UE ? Does UE take different actions based on cell bandwidth ?
