Why QCI 9 and QCI 5 are always established and deactivated together?

Hi,

In H// RAN QCI 9 and QCI 5 are always established and deactivated together for VoLTE provisioned subscribers for any Internet/data activity/inactivity. So QCI 5 attempts are almost same as QCI 9 attempts for a VoLTE subscriber. It seems to be unnecessary as we need QCI 5 only during VoLTE session. The benefit could be fast VoLTE setup if UE is already in RRC connected state due to data activity. I want to know if it is as per 3GPP standard? If yes then I would appreciate the reference document number.

I went through various references and found that QCI "5" is for IMS signalling only.
Another thing what I noticed here is few parameters such as packet delay budget and priorities are different for these two QCIs.

Whenever ue moves from idle to connected mode, ue resumes all bearers those were established before moving to idle mode. This happens as per 3gpp and can get more detail in 23.401 section 5.3.4 Service Request procedures.

When ue moves connected to idle mode on the basis of data inactivity timer expiry, in this case enb deletes ue context from enb and informs ue and core nw about ue context release. More detail can get in 36.331 and 36.413.
