LTE: Is it mandatory that all IOT devices do not move and considered as static IOT device ?

There is no PHICH channel in NB-IOT device then how UE will receive HARQ feedback?

In 3gpp rel-13 they have considered for static IoT devices, but in Rel-14 they considered for positioning of IoT devices.

What should I understand with the term "positioning of IOT devices" ? Is it possible IOT devices movement within the network with radio connected mode ?
