A UE makes connection with network through eNodeB1 and after some time it RRC state changes from CONNECTED to IDLE and in idle mode UE moves to eNodeB2 and then it initiates service request to MME to reconnect with network again. My question, is there any change in Kenb when MME sends to eNodeB in Initial context setup request message.

Is there any scheme for eNB to inform UEs to change their UL bit-rate? Or is it entirely dependent on the bandwidth/PRBs allocated??
