Hi,

Fallback DCI format used to support MCS table of LTE in NR. NR supports 256QAM MCS table and lte doesn't support 256QAM MCS table. So If UE receives normal DCI format then it parse MCS according to the 256QAM mcs table, and If UE receives fallback DCI format then it parse the MCS according to LTE standard.
