Does the UE knows, if there are RNTIs which can be skiped?

I'd like to know, if there is a way for the UE to skip some RNTIs while descrambling the CRC of the PDCCH.

For example:
Is it possible to try the SIRNTI only in subframe #5, because this is the only slot where the SIB1 can be placed (if I'm not wrong)?
Or is it necessary to try every RNTI in every subframe?

Hi,

Ue will not decode all the RNIT in every SF, as you said SI-RNTI will be descrambled only in particular SF, P-RNTI will be only on IDLE or DRX mode configured SF. CRNTI and SPS-RNTI (if configured) will be checking in every SF..

while performing handover ue needs to scan neighbour cells for handover ue usually don't have access to all cells to measure(measurement event/report) then how come ue will know which cells it needs to measure?
