How UE knows the DL data coming to it is to that particular UE only at PHY level

DL data will be decoded by number of UE's under a eNB ,but how a particular UE will know the dl data coming is to that UEonly at PHY level because the CRNTI will be at MAC header

PDCCH is a control channel and PDSCH is the one on which data transmitted from eNodeB for UEs.
Before reading data from PDSCH, each UE gets details from PDCCH. PDCCH channel is used by eNodeB to transmit "Downlink Control Information (DCI)". There are many different types of DCIs and each one is used for different purpose.

while performing handover ue needs to scan neighbour cells for handover ue usually don't have access to all cells to measure(measurement event/report) then how come ue will know which cells it needs to measure?

Ue has to trigger CQI only when there is periodic configuration or explicitly ENB asks, when there is no such configuration is it possible UE to send CQI/RI to ENB?

in contention based RACH procedure ENB will use CSI field RAR as reservd then How UE will get to know weather to send apriodic CSI to ENB or not?
