During S1 handover, target MME will accept UE if it is authorized only. So, If UE has done emergency attach without authorization, it is not possible to do S1 handover.

I kept VOLTE call in mute state, But i can still see an RTP traffic with some payload. Why this traffic is flowing even after call is in MUTE?What is that content of that payload?
