How Frequently eNB should send the TPC or what is the precondition to send?

If only PCELL UL is configured and What is the use of TPC filed in Scell DL DCI?

Hi ,

TPC is used to increase or decrease the UE UL power. This should be robust inroder to decrease the UL Noise and UE's performance. There is no such limit or time for sending TPC command. Basically eNB sends the TPC command if there is more NACK.
