What are all procedures UE follows for RLM?

As per LTE phr ce (power headroom report) , UE sends the UE transmission power left. In NR or EN-DC why it needs to send for each enb and gnb cell?

Hi Charan,
ue periodically computes CQI, RSRP, RSRQ for RLM.
Also ue shall monitor the DL quality based on cell-specific reference signal (CRS) to detect the downlink radio link quality.
