What is the need for horizontal Beam forming over Vertical Beam forming?

Veritcal beam forming is enough to cover the area, then why do we need horizontal beam forming?

Vertical Beam forming helps in covering the area higher than ground. For e.g multi stiry building and offices. Where as horizontal bemforming covers ground area users. both are unique in nature and we need both beam forming to cover all type of users.
