GGSN is a last node in mobile network which connects UE to the IP world. Similarly PGW in case of LTE is the last logical node which connects to the IP world.

Both has very similar functionality i.e. IP Address assignment, Downlink Rate enforcement etc. Most of the telecom vendors supports PGW+GGSN in a single box.

Agree with salil.

And also, both the device will do charging and lawful intercept. PGW in LTE can support UMTS [3G] users also as it can inter connectable with SGSN.
