To perform reselection from LTE to UMTS, which parameters need to be set in eNB?

Should UMTS neighbor be defined manually?

For IRAT Reselction Purpose we set Parametsrs in SIB6 , which is mainly for LTEto UMTS reselection.

We set parameters in EnodeB at EutrancellFDD level and at utranfrequencyrelation level (i.e. relation of LTE cell with that utran frequency)
Some parameters which control this cell reselection to UMTS are :-

csFallbackPrio
csFallbackPrioEC
pMaxUtra
qQualMin
qRxLevMin
threshXHigh
threshXLow

When a LTE user moves to UMTS network through handover, Is there any change occur in ongoing sessions ?

I have worked in LTE technology and observed the data rate through LTE network. We know , LTE deployment is on going and it will take few years to roll out completely in India. When a LTE UE attaches to network and handover to UMTS due to mobility then is there any change in data rate ? If yes, then how this change is communicated to UE. I mean to say what signalling messages exchange in network ?
