shortMAC-I is used for integrity of RRC re-establishment request message. Since this message comes over SRB0 which is nothing but CCCH channel. We know CCCH channel doesn't impose any security related stuff. One more thing I would like to mention, rrc re-establishment message comes only after AS security has been activated. It means somehow we need to make sure that rrc re-establishment request message is a valid message.

RRC Connection Request message carries "Initial UE identity" which is just 5 bytes long identifier. Why does so many information elements send within the "Re-establish UE-Identity" like C-RNTI, physcellId etc ?

It may be an easy question but still I have some doubt.
How RRC Connection setup procedure gets impacted with the presence of "S-TMSI" as an UE-Identity within the RRC Connection Request message ?
Note: RRC Connection request message can carry either 5 bytes long (S-TMSI) or 5 bytes long random value.
