In 3GPP release 10, one more "rrc establishment cause" has been introduced in rrc connection request mesage.
Delay tolerant access cause is introduced to inform eNodeB that UE want to make rrc connection for low priority NAS signalling. The best use of "delay tolerant access" cause is in M2M technology where the objective is to provide best services rather than immediate radio access.
