RLF (Radio link failure) handover is nothing but rrc re-establishment procedure initiated while handover procedure is ongoing . I mean to say here, Enodeb decoded the measurement report successfully sent by UE but when enodeb sends RRC Connection Reconfiguration message (commonly known as handover command) to UE, but UE could not decode handover command due to poor radio conditions.
In that situation, when UE couldn't receive "handover command" message and UE also moving towards target cell. RLF is very likely to occur and UE sends RRC Re-establishment Request message towards Target cell. As per precondition to make rrc re-establishment procedure successful, target eNodeB should have a valid context of UE. Since target was already prepared with the context (during handover preparation target enodeb creates the ue context).
