What is the difference between A3 and A6 Event in measurement report config ?

A3 :- Neighbour becomes offset better than PCell
A6 :- Neighbour becomes offset better than SCell

Please Clarify the difference

What is Primary Cell and Secondary Cell?

Primary Cell: The Cell UE selects during initial establishment (RRC Connection Request/RRC Connection Re-establishment Request) will become the PCell.
PCell always have both Uplink(UL) and Downlink(DL).

Secondary Cell: eNodeB can add / delete Scell(s) using RRC Connection Reconfiguration message. Scell always have DL (While activated) but may or may not have UL.
UE does not required to acquire System Information and decode Paging from SCell.
For Scell SI is passed to UE while adding the Scell.

The Measurement reporting event A6 is introduced in Career Aggregation (CA) for detecting and reporting better cell than the Scell on the same frequency on which Scell is camped. A6 reporting criteria is defined as Neighbor cell (same freq as Scell) becomes offset better than SCell(see 36.331 5.5.4.6.a).

Does UE reports neighbor cells in order of RSRP in measurement report of A3 event ?

Unlike for A3 and A5 events, for A6 event frequency offset is not considered while evaluating entering and leaving condition. Can anyone please explain this particular case ?

I was going through the measurement configuration sends from eNodeB to UE in RRC Connection Reconfiguration message.
I saw that multiple events have been defined and are used. Couple of parameters are considered to detect entering and leaving condition of an event for example event A1. Now I have a question "Threshold and Hys values are same for all the cell or it may different". Does the standard define the value of all these parameters or network operator defines ? If network operator does then what are points to derive these values ?
