What are the objectives of hysteresis and offset while doing measurement ?

As the question is general so as per my knowledge i am answering it generally. What i know if something is specific i request you to explain it.

Both are electronic fundamentals to select/choose/increase/decrease the voltages/frequencies.

Offset means a small deviation or bias in a voltage or current. It is a numerical value stored in the controller to control the components of machine. It is used to adjust for variations.

Hysteresis is the delay between action and reaction of a measuring instrument. Hysteresis is the amount of error that results when this action occurs.

While going through measurement events we will find two tern offset and Hysteresis , offset is quite clear as it is kind of ∇X in terms of strength of signal but can any one elaborate points on Hysteresis ?

Unlike for A3 and A5 events, for A6 event frequency offset is not considered while evaluating entering and leaving condition. Can anyone please explain this particular case ?

A3 :- Neighbour becomes offset better than PCell
A6 :- Neighbour becomes offset better than SCell

Please Clarify the difference
