LTE bandwidth: LTE eNodeB supports a possible list of bandwidths for deployment like 1.4 MHz, 3 MHz, 5 MHz, 10 MHz, 15 MHz and 20 MHz. The bandwidth can be divided into term of RBs. Some portion of bandwidth is used as guard band. I mean t say if eNodeB is operating is 20MHz bandwidth, it does not mean it is utilizing fully.

RB : Resource block is group of resource elements. A resource block consists of 12 sub carrier and 7 OFDM symbols. 1 RB = 12 * 7 = 84 Resource elements.

Sampling Frequency = sub carrier spacing * FFT size. In LTE, sub carrier spacing is 15Khz and size of FFT depends on bandwidth is being used.
For example:
If eNodeB is operating on 1.4 Mhz then only 128 FFT size is used.
if eNodeB is operating on 5 MHz then 512 FFT size is used and so on.

Please check table below for values. For example 512 point FFT case,bandwidth is 5MHz, sampling frequency is 7.68MHz and number of resource blocks are 25.

I am running a small server that everyone connects on it through openvpn. Once connected the server offers some services to the connected members (voip, php forms, company email).
I would to limit the bandwidth of some users based on IPs:
-10.10.0.10-19/24 gets only 1Mbps up/down
-10.10.0.20-29/24 gets only 2Mbps up/down
-the rest of the subnet is free of traffic shapping

the server has an ethernet (eth0) connected to the outside world by public IP and the VPN users connected throught the br0 (virtual interface). I have seen the tc option on the iptables, but this is where i've lost it. the server runs debian wheezy 7.1
