Problem with XAMPP on Windows?

I'm installing the xampp , and run all servers ( mysql , apache , and ftd ) so when open the (textedit) and write the code and save it as name.php , then open it with firefox or google chrome it doesn't work , its showing me the codes. What the problem here ?

You have to go to 127.0.0.1 or localhost in your browser.with XAMPP turned on.

To import the large file of the database I need to increase the size of the variable upload_max_filesize in php.ini setting via phpmyadmin in my remote server (Host 's name == HELM) ... it's easy to do locally by changing the value of the upload_max_filesize variable but when you import the file I met the problem(the file size is large and max = 2.04 M) and I looked everywhere in the forum but unfortunately I can't solve the problem ...
is there a solution without having to contact the hosting provider?
