Which layer is responsible for creating, managing, and terminating sessions between applications?

Question

Why we need Network Layer? in Computer Network
Cellular network is giving end to end connectivity using Phone number no logical Address
Why we cannot skip network Layer & use MAC address for End to end Connection,
if we design network like Cellular network we can Design UBR as Base station and design network like telecommunication

if this is possible then why Juniper CISCO going for TCP-IP network
and if not possible then why??
