Initial Context Setup Procedure is triggered by MME. The objective of this procedure is to establish a default bearer for an UE. This procedure may also establish dedicated bearer. It depends on NAS message.
For example: Attach Request just ask to establish a default bearer whereas service request message may map to a dedicated bearer establishment.

In LTE, while UE makes an RRC Connection attempt and in the followed by procedures, if S1AP: Initital Context Setup Request is BLOCKED from MME to eNB, then what eNB should do ideally?

Should it do UE context release, if Initial Context Setup Request message is not received at aNB?
