Is there any use role of RSRP or RSSI while taking decision for handover ?

As per my understanding eNB considers RSRP in HO preparation decision. Suppose UE is sending measurement(PCI/RSRP) of more than one neighbor cell for HO then eNB first try HO preparation for the neighbor for which UE send higher RSRP value. If eNB is not able to proceeds with this neighbor then will try with next neighbor have lower RSRP with this.

I was wondering if I change HO decision based on RSRP to RSRQ, do I also need to change other variables, such as a3offset, hysteresis, filter-coefficient, TTT or other variables (I don't know a lot, I am an intern). The range for RSRQ is smaller relative to RSRP. This is the reason why I am thinking that other variables need to change to adjust to the range for RSRQ.

I was looking at a dense cell site zone, where RSRQ was terrible and RSRP was very good. UE make the decisions there based on RSRP, resulting in different HO types, such as HO_Early, HO_Late, Wrong_Cell.

Did you guys come across similar problems? If so how did you guys tackle the issue?
