Is there any scheme for eNodeB to inform UEs to change their UL bit-rate?

Is there any scheme for eNB to inform UEs to change their UL bit-rate? Or is it entirely dependent on the bandwidth/PRBs allocated??

UL bit rate is controled by allocated PRBs and MCS. However, per logical channel, eNodeB can control using PBR and BSD.

Please go through the 3GPP 36.321 and check BSR part, eNB can prioritize logical channel by put LCs in different LCG , and UE report BSR based on LCG. e.g if UE start a new app with dedicated bearer , let's say QCI4 with has LCG 2 , eNB will satisfy QCI4 bandwidth request first since the default bearer with QCI9 normally assign to LCG3.

Each time, when an UE wants to send some amount of data in the uplink direction direction, it sends a resource grant request by using PUSCH or PUCCH channel. UE side's stack takes care of bearer requirements or parameter and based on that only, UE makes a request for radio resources. Similar bearers are also established at the eNodeB side and eNodeB always try to give what it has promised with UE.

Now comes to your question, UE should not make a request of radio resources which is cumulative more than what it can suppose to ask from eNodeB. EnodeB can grant less than what UE has asked for a particular TTI .
Please correct me if I am wrong.

A UE makes connection with network through eNodeB1 and after some time it RRC state changes from CONNECTED to IDLE and in idle mode UE moves to eNodeB2 and then it initiates service request to MME to reconnect with network again. My question, is there any change in Kenb when MME sends to eNodeB in Initial context setup request message.

EnodeB considers CQI feedback from the UE before creating the transport block.
As per my understanding PUCCH resource allocation is not very dynamic. In this case how UE decide to use a specific MCS (Modulation and Coding Scheme) while using PUCCH channel ?

In LTE, number of cells in is caped to 32 in MeasObject->CellAddModList.
My ENB is has detected the more that 32 neighbor cells through ANR and there CIO is changes regularly as part of MRO feature.

So if CIO of all neighbor cells changes regularly how do i inform UEs about the latest CIO. Does UE stored the last CIO provided in its database even after a cell is removed from CellAddModLIst?

Please provide your inputs.

Is there any requirement of a configuration (IP Route, IP Path, etc) at eNodeB level for a new UGW (SGW+ PGW + GGSN) addition into existing LTE network?? The network is Huawei.....and if an IP path needs to be defined at eNodeB for this purpose then how it can be defined??
