Random access is the procedure of uplink synchronization between UE and E-UTRAN. Prior to random access, physical layer shall receive the following information from the higher layers:
Random access channel parameters: PRACH configuration, frequency position and preamble format, etc.
Parameters for determining the preamble root sequences and their cyclic shifts in the sequence set for the cell, in order to demodulate the random access preamble.

Probably is very generic question but while designing the power control mechanism what are the basic roles to be kept in mind other then power saving.

If my understanding is correct then as part of handover procedure, UE can do either contention based rach or non-contention based.
Now my question is that on what parameter basis target eNodeB decide for an UE to do contention/non-contention based rach during the handover procedure ?

As i know about RACH function is, suppose a UE wants to access the network, so first it will try to attach or syncronise with the network. In LTE a separate channel PRACH ( Physical Random Access Channel) is provided for initial access to the network.

The functionality is clear to me that is not a problem but to understand those two procedures i am having a trouble...
