How enodeB chooses target cell for handover?

Measurement Report shares the more then one cell detail and for the handover if eNodeB has more then one eNodeB to which it can handover then what is the basis on which eNodeB selects the target enodeb.

eNB selects target eNB for HO on the basis of best RSRP. If HO preparation is not successful with selected target cell due to any reason then eNB try to select next cell which have next best RSRP. This process continue till eNB gets HO preparation successful.

When source enodeB triggers Handover Required message to MME. It just has Target ID ( which just tells about the target eNodeB Id ) not at the cell level granularity . My concern is how target eNodeB figure out which of the cell out of 256 cells, need to be prepared for the received handover request message. Is there any IE carry such information within Handover Required or handover request message ?

How target enodeb will confirm if the incoming user is a genuine user or not?

Is there any IE exchanged during HO preparation phase? I am expecting that during X2 handover AS SECURITY INFO in UE context is very helpful? Is that or not?

I was thinking, Is it possible UE sends RRC connection reconfiguration complete message to target eNodeB without doing the RACH ? I meant to say, resource reserved by target eNodeB and send to UE within the handover command message ?

On what basis, source eNodeB decides to consider RSRP or RSRQ for neighbor cell power measurement ?
