ENodeBs have a Active Queue Management system for Uplink management ( basically a scheduling algorithm) which is more adaptive to different bit rates of LTE compared to the PDCP implemented in LTE UEs , PDCP is simply a delay based queue management protocol from 3GPP.
The primary purpose of this is to achieve and maintain a high throughput and low end to end delay. So to answer your question Yes it does impact the the traffic load.
