Scrum is a Agile framework. Scrum uses some of the Agile practices to run a project. Scrum can be used for any type of industry (IT, manufacturing etc).
Agile manifesto doesn't provide any steps to run a project. Organizations needs some steps to implement Agile in project or organization. These are given by Scrum.
