What is the use of NAS information in RRC?

Don't understand the query fully its one of the function of RRC. List includes following functionality.

Broadcast of System Information related to the non-access stratum (NAS);
Broadcast of System Information related to the access stratum (AS);
Paging;
Establishment, maintenance and release of an RRC connection between the UE and E-UTRAN
Security functions including key management;
Establishment, configuration, maintenance and release of point to point Radio Bearers;
Mobility functions
QoS management functions;
UE measurement reporting and control of the reporting;
NAS direct message transfer to/from NAS from/to UE.

Your question looks to be why RRC has NAS information if not done by RRC then some other layer will do it. I hope I understood your question if not please comment.

When sending an "Identity request" NAS message to the UE from the MME, should this message be ASN.1 encoded at RRC layer and then forwarded to PDCP and down the line or without ASN.1 encoding.

Can someone please help me in understanding "how to handle NAS messages at RRC" i.e, how to add a RRC header.
