Should eNB broadcas MIB & SIB messages after CELL DOWN operation?

If CELL DOWN is performed with an eNodeB, the RF goes down gradually rather than instantly. Should it re-schedule and broadcast the MIB and SIB messages during that time?

I am not much aware about cell down scenario. Logically, when cell goes down, some or all functionalities may stop. For example: Protocol stack has 5 layers and at the time of cell down, it may be layer 5 has stopped working and layer1 is still functional. It doesn't mean that protocol stack is functional. I am not able to see any benefit if cell broadcasts MIB and SIBs when cell down is in progress and what can be achieved if it does ?

Lets suppose UE has sent mesurementReport to Source eNB and Source eNB respond with rrcConnectionReconfiguration including Target eNB's infor( PCI..etc). My question is whether UE will first sync in DL direction with target eNB and then sends rrcConnectionReconfiguationComplete. Then UE will read MIB and SIB's ?

Unlike for A3 and A5 events, for A6 event frequency offset is not considered while evaluating entering and leaving condition. Can anyone please explain this particular case ?
