What is offset frequency in MeasobjectEUTRA IE?

I want related to the Meas Object EUTRA IE......in which scenario we has to look for that message....check 36.331 release 12 page no:314...u read below table for offset frequency....and what if we change default DB0 to other value....what are all corresponding value to be changed if we change carrier frequency from DB0 to other value

These can be following four types (I hope I understood ur query)

frequency specific offset of the serving frequency
frequency specific offset of the frequency of the neighbor cell 
cell specific offset of the neighbor cell
cell specific offset of the serving cell
